I have a 10 yr old sis who is SO spoiled!?

My lil sister is Always dying her hair (Which im not allowed to and im 13) she has this bf whom she has been dating for 6 months and she is allowed to have him over which I was NEVER allowed to have a boy at my house! should I comfront my parents and tell them how I feel??
